Science, technology, innovation in OECD research

Under order of the Ministry of Education and Science of the Russian Federation in 2015-2017 the National Research University "Higher School of Economics" is executing a research project, the main goal of which is the analysis of state-of-the-art practices of the OECD in science, technology and innovation and the development of the system of information-analytic support for cooperation with the  OECD on priority policy issues in science, technology and innovation policy for adapting best practices, adressing the efficiency of current cooperation with the OECD, as well as integrating the Russian universities and scientific organizations in international scientific networks and the OECD projects.

As part of the research, the following tasks are to be accomplished:
  1. Analysis of the best practices of OECD members and partners in the advanced fields of science, techonology and innovation;
  2. Preparation of analytical materials to aid experts from the Ministry of Education and Science, representatives from Russian universities and scientific organizations in OECD events, conducted in the fields of science, technology and innovation (STI);
  3. Preparation of analytical materials and inquiries from the Goverment of the Russian Federation, related to the process of accession and collaboration between Russia and the OECD;
  4. Carrying out of an analysis of the current state and prospects of harmonization of Russia's regulatory and legal framework in the field of STI policies with legal instruments and new OECD strategies in the field of STI;
  5. Preparation of policy briefs, containing а list of current laws and regulations to be amended, as well as a list of planned regulatory, methodological, and other documents, which are bound to be developed as part of the harmonization of Russia's legal framework in the field of STI with regard to legal instruments and strategies used in the OECD;
  6. Development of draft regulations according to the plan of regulatory work, aimed at harmonizing Russia's regulatory and legal framework with relevant OECD standards;
  7. Collection, analysis and preparation of statistical, scientometrical and analytical data, covering russian science, techologies and innovations;
  8. Development of recommendations and detailed financial estimations for Russia's participation in new OECD projects in the field of STI policies;
  9. Preparation of analytical reports following moderated panel discussions;
  10. Development of materials for placement in a specialized internet-resource and a digital periodical newsletter in Russian.
